Establish the integration contract for app_elements and add ordinary PR CI where none existed. The README documents bootstrap order, capabilities, settings saving, platform scope, and package commands. A shared unittest harness imports production modules with controlled desktop-service boundaries; it does not claim native wx or screen-reader coverage.
CI runs the documented composition tests with Babel 2.17.0 on Linux/Python 3.13, then builds source and wheel distributions with the existing Hatchling backend. No private credentials or desktop dependency installation is required. Five separate repair PRs will use this branch as their base and add focused regressions.
Validation: PR CI runs the full suite and package build. No runtime dependency changes.
