Correct the existing Windows startup panel: update the rendered checkbox, treat missing registration as disabled, and create or remove only this application's Run value using the required registry rights. Quote launch commands with the standard Windows command-line encoder; source launches include the interpreter as well as the script.
Access errors are not treated as absent registration. The panel logs and displays a translated warning if saving fails. Startup remains Windows-only.
Uses the shared CI and controlled-test infrastructure already integrated into master. Adds eight focused tests with a doubled registry; PR CI runs tests and package build. No actual user registry entries were changed and no login-time launch is claimed.
