Preserve regional locales in the shared language panel used by QRead, QFeed, QCast and Chicken Nugget. Match the complete locale identity supplied by i18n_core before language/default fallbacks, show distinguishable regional labels, and save the complete selected identity. Missing selection leaves configuration unchanged.
The existing set_value population API is valid and remains unchanged. No live language switching or consumer API changes.
Uses the shared CI and controlled-test infrastructure already integrated into master. Adds five focused tests using real Babel; PR CI runs the tests and package build. Native wx and screen-reader behavior are not established by these controlled tests.
