docs(agents): rely on quest context for shared rules - #215
moq-dev/quest#457 added quest context, which prints the shared engineering rules and a Prompting section. This repo now relies on it instead of carrying its own copy.
AGENTS.md keeps only the moq.dev-specific rules (deploy permission, upstream fixes in moq-dev/moq, just fix/dev-server verification, traced SVG art) and tells agents to run quest context and quest guide.
Removes PROMPTING.md; .claude/rules/prompting.md now points at Prompting in quest context.
Removes the CLAUDE.md symlink. While it existed Claude Code read it instead of AGENTS.md; v2.1.277+ reads AGENTS.md directly when there's no CLAUDE.md (docs).
Moves the quest flake input from kixelated/quest to moq-dev/quest, pinned at 9277dc3413c9297ba12326e5ae4abeff7f2ff6be (the moq-dev/quest#457 merge, currently quest's main).
Syncs the skill stubs with quest init from the new pin. That binary has no ready skill, so the old quest-ready stub broke after the bump. quest-ready becomes quest-review, quest-grill and quest-unblock are added, and the setup links now point at moq-dev/quest. I left out the Claude Code worktree hooks that quest init also writes to .claude/settings.json, since they change behavior and are outside this PR.
Dropped AGENTS.md rules: everything removed is covered by quest context or quest guide, or is a generic rule rather than one specific to this repo. I checked origin/main and it has no new repo-specific rules since the draft. Three dropped rules are generic and have no exact counterpart in either place: "Match the existing conventions", "git stash is one stack shared by every worktree", and "Land each fix with a regression test". quest context now says "Tests cover edge cases, not old bugs".
Impact
Docs and tooling only: agent instructions, skill stubs, and the dev-shell quest pin. The sites, public API, and wire format don't change.
Validation
nix develop --command quest context prints the context, identical to assets/CONTEXT.md at quest main.
nix develop --command quest gate just check passes (biome, tsc, quest check: 7 documents ok) on both commits.
quest skill review resolves with the new pin, and quest skill ready errors with no skill named ready, which is why the stubs were synced.
git grep -i finds no remaining references to PROMPTING.md or CLAUDE.md.
Review
2ba48614e577258cec1e33212a6eb9ac3cb1bd35: review skipped by the author as trivial (the reference line, reference wording, and the quest pin since the reviewed head).
Reviewer: Codex, gpt-6.1-sol, effort medium (quest review --base origin/main)
CLAUDE.md, "preserve Claude Code's automatic project instructions": refuted. Claude Code reads AGENTS.md when no CLAUDE.md exists (memory docs, AGENTS.md table, v2.1.277+), and removing the symlink was the maintainer's decision for this rollout.
flake.nix:11, "migrate the readiness skill alongside the quest upgrade": fixed in ccb4e5f by syncing the stubs with quest init.
moq-dev/quest#460 made quest context the command agents run before any work, and quest guide quest-only (the context says when to run it). This push changes the AGENTS.md reference line to Quests: before any work, run `quest context` and follow it., repoints CONTRIBUTING.md references to the moved Reviews rules, and bumps quest to 4be350816f2a5c1157f799773ee1594f199fd9a7. The repository's checks pass on the new head.
AGENTS.md keeps only the moq.dev-specific rules; the shared engineering
rules and the Prompting guidance now come from `quest context`. Drop
PROMPTING.md and the CLAUDE.md symlink, point the prompting rule at
`quest context`, and move the quest input to moq-dev/quest at the
commit that adds the command.

The bumped quest has no `ready` skill, so the quest-ready stub failed.
`quest init` replaces it with quest-review, adds quest-grill and
quest-unblock, and points the setup links at moq-dev/quest. Its new
Claude Code worktree hooks in .claude/settings.json are left out.

The Quest flake input and skill setup links now point to moq-dev/quest. The skill set adds quest-grill, quest-review, and quest-unblock, removes quest-ready, and revises instructions for queuing PRs. AGENTS.md is shortened and updated with Quest context and guide instructions. The prompting rule now refers to “Prompting” in quest context. CLAUDE.md and PROMPTING.md are deleted.
Merge Risk: Low · up to ccb4e
The changes are mergeable with bounded follow-up: contributors should use the pinned development shell for the new skills, and the repository should retain its regression-test requirement. The queue workflow matches its description.

Explanation
The description states that the PR adds and changes agent instructions and tooling for a quest context workflow. It names the changed files, the quest flake pin, the removal of PROMPTING.md and the CLAUDE.md symlink, the skill stub sync, and the validation commands. It is directly related to the changeset, so the check passes.

Use the pinned Quest binary; the fallback can install a release without these skills.

Use the pinned Quest binary; the fallback can install a release without these skills.
Agents without Quest follow SETUP.md, which says to pin the latest release. Release v0.1.0 lacks the afk, grill, recurring, review, and unblock skills, so quest skill <name> finds nothing for those five stubs. The flake pin provides them. Enter nix develop before using these skills. The stub text comes from the Quest CLI, so a durable fix belongs upstream.

Review comment at @.claude/skills/quest-afk/SKILL.md at line 7:
The missing-Quest setup instruction can lead to a release without the required
skills. Update the Quest setup guidance in the `quest-afk` skill to have agents
use the flake-pinned Quest binary by entering `nix develop` before invoking the
skills, rather than following the SETUP.md latest-release fallback.
The root-cause guidance is covered; the regression-test requirement is not.
14-14: Minor · Maintainability & Code Quality · Quick win
The root-cause guidance is covered; the regression-test requirement is not.
The pinned quest context covers the root-cause and reproduction rules. It does not include the rule to land each fix with a regression test. Its test guidance says "Tests cover edge cases, not old bugs or trivial values," which argues against regression tests for bug fixes. Agents that follow this guidance may skip regression tests for bug fixes.
Restore the removed requirement in AGENTS.md, since the repository's own instructions can override the shared guidance:
Suggested fix
Quests: before starting work, run `quest context` and `quest guide`, and follow both.
+Land each bug fix with a regression test that fails without it, when one is easy.

Review comment at @AGENTS.md at line 14:
The AGENTS.md quest guidance may discourage regression coverage for bug fixes;
update it to make clear that bug fixes should include a regression test when
practical. Keep the change limited to resolving this conflict in the test
guidance.

quest#460 moved the rules every task needs into `quest context`; `quest guide` is now only for quest work, and the context says when to run it.
