feat(packages): add uv-backed consumer sources (1/3)

Problem

• External packages need a consumer installation flow that can select a Git subproject without editing the dimOS checkout or introducing a custom resolver.

Solution

• Add dimos package add backed by uv, with local/editable sources, Git revision selectors, subdirectories and extras.
• Resolve github:OWNER/REPO#distribution from static project/workspace manifests and preserve ordinary pyproject.toml/uv.lock metadata.
• Restore authored metadata when uv fails; keep native compilation deferred to module preparation.

Validation

• Six focused source/project tests passed; Ruff and mypy passed for the first layer.
• This draft is based on test: validate complete package distribution and lifecycle (5/5) #4465 and is the first of three consumer layers.
