clazel-der (ITU-T X.690 DER decoder and encoder, Phase 3 item 3.5a), taken unchanged from phase3/tls-handover so it can land on its own instead of inside #1. Adds the allowlist rows for its test-only reference engine (der 0.8.2, const-oid, zeroize) and the lock entries. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

First of the stacked PRs that replace #1 (TLS takeover plan, step 1). This adds
crates/clazel-derexactly as it is onphase3/tls-handover, plus the allowlist rows and lock entries for its test-only reference engine (der0.8.2,const-oid,zeroize). Nothing else from the TLS branch is included.Local results:
cargo xtask checkreported STATIC CHECKS PASSED.cargo fmt --checkand strict clippy are clean, andcargo test -p clazel-derpasses. I did not run Verus, Kani, mutations or a full verify locally; CI's run on this PR is the check. The crate stays attier = 0.Needs Alex's OK to merge.
