Move configuration from svelte.config.js into the sveltekit() Vite plugin, extend $app/tsconfig, replace $lib imports with #lib subpath imports, and consolidate matchers into src/params.ts via defineParams(). The params file is loaded through a raw Node import at build time, so it references #lib/locales.ts with its real extension.
