fix(changelog): treat public API refactors as user-facing in triage - #838

The 6.6.0 run marked refactor PRs that change what project code imports or implements as internal, e.g. the background task handler shape (#5684 and its follow-ups), removal of the ContextPlugin class (#5428) and the @webiny/di 2.0 upgrade (#5969). Both prompts now say such changes are user-facing, and breaking ones go under Breaking Changes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

What changed
The first 6.6.0 regen with the triage from #837 marked 77 PRs as internal. Most were correct, but the list included refactors that change code Webiny users write against:
ContextPluginclass is deleted.@webiny/di2.0.TRIAGE_PROMPTtreated "refactor with no visible effect" as internal and had no notion of a public API. It now says that Webiny users write extensions, event handlers, use cases, background tasks and DI implementations against Webiny's packages. A PR is user-facing, whatever its commit type, when it changes something that code imports, implements or receives. A refactor is internal only when everything it touches stays inside Webiny's packages. The generation prompt gets the matching rule: such refactors get an entry, under
