Finishes the tooling review's later phases. It states the tooling's comments as rules, shares one die in lib/cli.mjs, and adds a formatter check to the lint gate.

  • docs: the module map, Tools.md, WIP.Build.md and Extending.md are brought up to date.
  • tooling: comments in scripts/, builder/, lib/, book/ and wisdom/ now state their rules. The incidents behind them stay in the WIP notes and in history.
  • builder: scripts/survey_tooling.mjs is re-run against its baseline. The Landed entries for Phases 5 and 6 in builder/PLAN-TOOLING-REVIEW.md are cut to what later work needs.
  • lib, scripts: four tools each had their own die. They now share the one in lib/cli.mjs.
  • repo: line endings are settled for the formatted file types.
  • lint: check_lint runs Biome's formatter check as well as its linter. The style rules are set to the majority style already in the tree, and the pre-commit hook runs the same check on staged scripts. Dense literal tables keep their hand layout under biome-ignore format comments.
  • format: the formatter is applied across scripts/, builder/, lib/, book/, wisdom/ and test/. This is most of the 186 files in the range, and none of those edits changes behaviour. .git-blame-ignore-revs lists the commit, so git blame skips it once a clone sets blame.ignoreRevsFile.
  • test: test/search.test.mjs reads KIND_WORDS as a literal rather than as JSON, so the formatter can lay the table out.
