Build tooling work, commits C25a,e,f, C26-C30.

• tbrun: reports a code-generation failure even when the probe's Debug.Cls erased the build log, where it used to exit 0 with partial output.
• tbrun: --raw now changes only what is printed. Previously no build failure was detected under --raw.
• tbrun: a probe that ran and printed nothing is now reported as such, rather than as a probe that may not have run.
• wisdom: parseStaging stops with an error naming the line when a section cannot be placed, instead of silently dropping content (for example after a --- inside a fenced sample).
• wisdom: manifest.json and denied.json are written to a temp file and renamed, so an interrupted run leaves the previous file intact. A file that does not parse is reported by its path, with what to do about it. The new wisdom/files.mjs holds the shared helpers.
• wisdom: a plain export now fetches new messages in channels and threads it has already stored, and appends them. Targets with nothing new are skipped without a request.
• wisdom: export --since no longer replaces history already stored. It sets the start only for targets not exported yet.
• scripts: pick_a11y_sample, build_dot_metrics and check_tb_registry exit 2 on a crash, so a crash is no longer mistaken for a finding (exit 1).
• test.bat: the gate-lists comment now points to check_gate_lists.mjs's header instead of giving counts no other account supports.
• scripts: check_links_diff and check_publish_policy remove their temp folders on failure. A failed build in check_links_diff reports its error: line and exits 2, instead of a stack trace and exit 1.
• plan: Phase 1's landed entries in builder/PLAN-TOOLING-REVIEW.md are cut to what later work needs. Their full text stays in history.
• Docs (Wisdom.md, Tools.md) are updated to match. build.bat, check.bat, test.bat and lint are clean on every commit.
