Description

release-v1.44 is the default branch on this repo, since master development lives in projectcalico/calico. This ports the redirect pieces from master so they show up on the default branch:

• README banner pointing people at projectcalico/calico
• Issue template config that disables blank issues here and links to projectcalico/calico instead (the legacy ISSUE_TEMPLATE.md goes away, matching master)
• The sync-versions change from Stop syncing versions into master #5310, since scheduled workflows run from the default branch and this copy would otherwise start syncing into master again
