Turns the Upgrade notes section of the next Calico Enterprise release notes into a holding area. Upgrade notes for 3.24 collect here until they move to an upgrade notes page before GA, like the one for Calico Open Source 3.33.

• Adds text that says the section is temporary, plus authoring guidance in a comment
• Adds the Fluent Bit log collector upgrade note from DOCS-3028: Add release notes for the Fluentd to Fluent Bit migration #3006

@hjiawei can you confirm the syslog default in the Fluent Bit note? It says that when spec.additionalStores.syslog.packetSize is unset, the maximum syslog message size is 2048 bytes. That comes from reading the operator, which sets syslog_maxsize only when the field is present, not from a test.
