handling to return false, nil for io.EOF, treating terminal EOF as a declined

I think this is a change in a good direction, and looks good overall, but I'm worried about the rollout. Specifically there is a bunch of places in the stackrox repo where we call roxie teardown.
.github/workflows/performance-tests.yml: roxie teardown central --single-namespace
qa-tests-backend/scripts/run-compatibility.sh: "$ROOT/scripts/roxie.sh" teardown all --single-namespace || true
qa-tests-backend/scripts/run-part-1.sh: info "Using roxie-based pre-test teardown"
qa-tests-backend/scripts/run-part-1.sh: roxie teardown all --single-namespace
scale/dev/kill-sensors.sh: roxie teardown secured-cluster --set securedCluster.namespace="${sensor_namespaces[i]}"
scripts/teardown.sh:"${ROOT}/scripts/roxie.sh" teardown --single-namespace
tests/e2e/run-compatibility.sh: "$ROOT/scripts/roxie.sh" teardown all --single-namespace || true
tests/upgrade/postgres_run.sh: roxie teardown secured-cluster --verbose --single-namespace
tests/upgrade/postgres_upgrade_run.sh: roxie teardown both --verbose --single-namespace
Some of these only run in CI, so in principle might be fine. However I'm just a little bit afraid that the runtime environment might be simulating a controlling terminal well enough for roxie to be confused and get stuck waiting for a confirmation.
Additionally, some of these are at least somewhat prepared for running interactively, and might already be ensuring that the right cluster is being acted upon, so an additional confirmation from roxie might be annoying (esp. when the thing runs many times like in the performance tests).
In theory adding a --force on these would solve the problem. However, this change is introducing this flag at the same moment as adding the confirmation prompt. So we cannot roll out the change to add the --force in advance of bumping to the roxie version that will contain this change.
Which in turn makes me reluctant to merge this change right now, because I'm waiting for another PR to merge, which is on the critical path for the installation method consolidation. I wouldn't want to release both that and this change in one roxie version since it would make the ROXIE_VERSION bump risky.

@porridge all fair points, I have no rush to get this merged so we can take our time validating all works as expected. I can try forcing the main repo to run those steps with the version of roxie in this PR and see if it truly brings problems, if it does I can either figure out a way to bump roxie while also adding |

This change could also be expanded to skip the check on well known debug contexts like the teardown script from our workflow repo does, but I think I prefer it the way it is now: https://github.com/stackrox/workflow/blob/4e8520b1111738a47ddc7b0a2232a9e1eb4ebf1c/lib/common.sh#L134-L159
