This package is now required for building Kolla images when using the Docker container engine. It gets installed automatically on Rocky Linux as a dependency, but not on Ubuntu. The command tasks that force and wait for clock synchronisation have no creates/removes guard, and the retries-based wait task checks stdout/rc which is meaningless in check mode. Enhance the overcloud host configure CI test coverage by optionally re-running host configure a second time to check for idempotency, and re-running it with --check --diff to verify that we can run in check mode without any errors.
