Scope
Fix the existing ci_watch_state_changed Agent entry that lacks a prompt. Preserve all node/edge identities, topology, parameters, roles and approval gates.
The handoff carries all 24 existing Params and routes source changes through CI recheck/reprepare; prior CI evidence does not qualify the new head/base. Add independent validation and regression coverage for empty Agent-entry prompts. Refresh only existing affected manifest digest bindings.
Verification
Effects
Source only. No live workflow, task, configuration or primary-checkout changes. Merge and committed execution ref require separate approval. No end-to-end native workflow acceptance claimed.
