Summary

• Preserve the complete approved primary .kent/config.toml change, including the Terra/Sol to Astra migration and Luna context budgets.
• Keep implementation-worker on Luna xhigh and Compose/domain-model/quality reviewers on Astra medium; preserve all other settings.
• Remote preservation only: no merge, direct master push, restart, workflow/task mutation, or Android source changes.

Verification

• Byte-for-byte comparison with the original primary config passed.
• SHA256: a3adbd7baaeee57602855a89982951f89337948526814363104304650dcd5573.
• TOML parsing, approved-value assertions, staged diff checks, and manual secret/unrelated-change inspection passed.
• Exactly one changed file. Normal Git hooks were not bypassed.
• Fresh GitHub capabilities, branch protection and active branch rules resolve uniquely to rebase through the published workflowkit resolver; no merge is requested.
• Prior Kit validation (662 tests plus adapters and exact-delta config checks) was supplied as already passed; not rerun for this delivery.
• Android build/runtime checks are not applicable to this config-only preservation. Full CI is not awaited.
• Original primary master checkout and its dirty config are preserved; Kent-managed topic worktree is retained.
