ROB-1743 Don't fetch the Supabase key from SaaS for a self-hosted store - #2216
ROB-1743: self-hosted runner calls https://api.robusta.dev/api/config/supabase-keys, Cilium drops it and raises an alert. The runner falls back to the token's key and keeps working.
The runner fetches the key from ROBUSTA_API_ENDPOINT before every sign-in: at startup and on every JWT re-sign-in, with 3 attempts each time. That env var defaults to US SaaS. Generated runner values only started setting it on 2026-05-01 (relay#501 / robusta-cli#20, ROB-3778), so self-hosted and EU/AP values generated before then leave it on the US default. A relay only holds the key for its own store, so that request can't return a key that works for a self-hosted or other-region store.
Change
Both rules live in the key fetch (supabase_dal.py) and key off the token's store_url, which the platform issues:
Skip the request when the endpoint is Robusta SaaS and the store isn't (should_fetch_keys_from_saas; robusta.dev, *.robusta.dev, *.supabase.co count as SaaS). The runner signs in with the token's key, as it already did after the failed fetch. The log line names only the store's hostname.
Ask the store's own region (_key_api_endpoint). When ROBUSTA_API_ENDPOINT is the US default (api.robusta.dev) and the store is sp.<region>.robusta.dev, the request goes to https://api.<region>.robusta.dev. Any other configured endpoint (an explicit region, staging, self-hosted, local) is used as is. Older *.supabase.co stores don't name a region, so they keep the configured endpoint.
ROBUSTA_API_ENDPOINT itself is unchanged from master. An earlier version of this PR derived it from RELAY_EXTERNAL_ACTIONS_URL; that was dropped because nothing in the runner uses that variable, so a stale or hand-edited value would never have surfaced, and it would have decided where the session token goes.
Not in this PR
Version check (/api/runner/get_info, once at startup with ENABLE_TELEMETRY on) and Holmes Slack bot check (/api/holmes/integrations/slack/runner, when a Slack sink sends a finding) still use ROBUSTA_API_ENDPOINT. On older EU/AP values they reach the US relay; on self-hosted values without the endpoint they reach SaaS.
Holmes has the same key fetch and also calls ROBUSTA_API_ENDPOINT/api/platform-mcp once the DB is connected. Separate PR.
Eager fetch: __connect calls the relay before checking KEY_CACHE, so the 24h cache never saves the HTTP call. Holmes checks the cache first.
Testing
tests/test_supabase_key_fetch.py: self-hosted stores make no request; US, supabase.co and trailing-dot stores ask the US default; EU/AP stores ask api.eu/api.ap (these fail on the previous head); an explicit regional, staging or self-hosted endpoint is used as configured; a malformed ROBUSTA_API_ENDPOINT falls back instead of raising; the skip log shows only the store host.
That file + tests/test_supabase_dal_sign_in.py + tests/test_app_imports.py: 32 passed.
Not run against a live self-hosted or EU/AP install.
The runner asks ROBUSTA_API_ENDPOINT for its Supabase api key on every
connect, and that endpoint defaults to api.robusta.dev. Self-hosted
runners whose values never set it went out of the cluster to Robusta
SaaS at startup and on every JWT re-sign-in, so egress policies (Cilium
at Infineon) blocked and alerted on it, three times per connect with
the retries.
SaaS relay only holds keys for SaaS stores, so that request could never
return a key for a self-hosted store. Skip it when the endpoint is
Robusta SaaS and the token's store_url is not (robusta.dev or
supabase.co); the runner signs in with the token's key as before. A
self-hosted endpoint, or a SaaS store in any region, still fetches.

Walkthrough
The Robusta API endpoint now uses an explicit environment value, a base URL derived from recognized relay or telemetry URLs, or the default URL. Supabase key fetching now receives the store URL and can skip requests to a Robusta SaaS relay for a non-SaaS store.

Summary
Robusta API endpoint selection src/robusta/core/model/env_vars.py, tests/test_robusta_api_endpoint.py
The endpoint loader prefers a nonempty ROBUSTA_API_ENDPOINT, then derives a base URL from recognized relay or telemetry URLs, and otherwise returns the default. Tests cover explicit, derived, empty, and unrecognized values.
The key-fetch function classifies the relay and store URLs and skips a request when the relay is Robusta SaaS and the store is not. The DAL passes the store URL. Tests cover URL classification, relay behavior, failures, and retries.
robusta-dev/robusta#2210: This PR changes the Holmes Slackbot connectivity check and its Supabase token request. Both PRs affect the Holmes check request path and Supabase key fetching.
Suggested reviewers: avi-robusta, roiglinik
Merge Risk: Low · up to 3584b
The change routes key fetches and version checks to the right regional or self-hosted backend. Two small hardening gaps remain: the endpoint derivation should parse the URL path rather than match a raw suffix, and the store URL should be sanitized before it is logged. Both are quick fixes and neither is likely to affect normal installs.

Exercise the routing through SupabaseDal.__connect.
test_does_not_reach_saas_for_a_self_hosted_store calls fetch_supabase_api_key directly. The sign-in fixtures bypass SupabaseDal.__init__ with SupabaseDal.__new__. A regression that passes the SaaS relay URL from __connect can therefore leave both tests passing.
Add an integrated connection test with a self-hosted self.url and SaaS ROBUSTA_API_ENDPOINT. Assert that no request is made and that __login receives the token key fallback.

Classifying the URLs ran urlparse outside the fetch's try, so a
ROBUSTA_API_ENDPOINT with an unmatched "[" raised at startup instead of
falling back to the token key as it did before. A malformed URL now
counts as not SaaS, which sends it down the fetch and its fallback.
Hostnames are also compared without a trailing dot, so
sp.robusta.dev. is still a SaaS store.

…nset
Helm values generated before 2026-05-01 (relay#501, robusta-cli#20)
don't set ROBUSTA_API_ENDPOINT for the runner, so EU/AP and self-hosted
runners on those values call the US SaaS API: the Supabase key fetch,
the version check and the Holmes Slack bot check. Those same values set
RELAY_EXTERNAL_ACTIONS_URL and ROBUSTA_TELEMETRY_ENDPOINT to
"{api}/integrations/generic/actions" and "{api}/telemetry" for the
account's region or self-hosted backend, so when ROBUSTA_API_ENDPOINT
is unset the runner now takes the API from those. An explicit
ROBUSTA_API_ENDPOINT still wins, and with none of them set it stays on
https://api.robusta.dev.

Review feedback (CodeRabbit). The API calls on ROBUSTA_API_ENDPOINT
carry the runner's session token (Holmes Slack bot check) and account
id, so deriving it from ROBUSTA_TELEMETRY_ENDPOINT would hand those to
whatever collector an operator points telemetry at. Only
RELAY_EXTERNAL_ACTIONS_URL, which is the relay itself, is used now; the
generated values always set it alongside the telemetry URL. The URL is
parsed and only its path is matched, so a query or fragment ending in
the actions path no longer counts, and a malformed URL keeps the
default.
The skip log line now shows the store's hostname instead of the full
store URL.

Claude-Session: https://claude.ai/code/session_016rSf6EPH4kz2UhLpG4fCDi
Replace the RELAY_EXTERNAL_ACTIONS_URL derivation (41d7e33, 1ed85ed)
with a narrower rule. Nothing in the runner uses that variable, so a
stale or hand-edited value would never have surfaced, and it would have
decided where the session token goes.
The store URL comes from the platform-issued Robusta token instead. The
US API only holds the US store's key, so when ROBUSTA_API_ENDPOINT is
the US default and the store is sp.<region>.robusta.dev, the key request
goes to https://api.<region>.robusta.dev. Any other configured endpoint
is used as is. ROBUSTA_API_ENDPOINT itself is back to master, so the
version check and the Holmes Slack bot check are unchanged.

Problem
ROB-1743: self-hosted runner calls
https://api.robusta.dev/api/config/supabase-keys, Cilium drops it and raises an alert. The runner falls back to the token's key and keeps working. The runner fetches the key from
