Adds a Skillbook entry and a Promptbook entry for database connection pooling in Spring Boot services on Kubernetes.

• Skill: hikari-connection-pool-guardrails — pool size from a connection budget across all replicas at HPA max (including surge pods), fixed pools, fail-fast connection timeout mapped to 503, maxLifetime and keepalive below idle limits on the path, open-in-view off and short transactions, database-side statement timeouts, leak detection, PgBouncer transaction-mode notes, virtual-thread contention, HikariCP metrics and alerts, graceful shutdown. Includes a copy-ready application.yml and SKILL.md stub.
• Prompt: tune-hikari-connection-pool — budget table, holding-time audit, config and code diff, database statements to review, alerts, and a load-test proof plan.

Both target Copilot, Claude Code, and Codex. Catalogs go to 46 skills and 46 prompts. node scripts/site-check.mjs passes locally.
