🤖 Prepare Rust 0.4.0 with the breaking attempt-count and nested resumable-step changes, cancellation reasons, extension hooks, and resumable-job fixes.
Update the shared version for all five crates, every existing exact dependency between River crates, the lockfile, and both README installation examples. Date the release notes 2026-10-26, add missing PR references and omitted extension/security changes, and remove extra blank lines between changelog entries.
Validation:
make lint/rust test/rust doc/rust check/rust/packagepassed with Rust 1.99.1 and an isolated Postgres database: 564 tests passed, and all five crate archives built successfully from packaged sources.git diff --checkverified.
