🤖 Prepare JavaScript 0.3.0, including Node 24 support, Knex integration, native Prisma transaction support, and the resumable-job fixes. The minor version bump reflects the breaking changes to nested resumable steps and empty insertMany batches.

Update all nine publishable packages and their exact workspace references to 0.3.0, refresh the lockfile, and date the release notes 2026-10-26. Add the missing changelog PR links and pilot deletion hooks entry, remove extra blank lines between entries, and mark empty-batch rejection as breaking.

Validation:

• Build, lint, formatting, both TypeScript checks, API reports, documentation snippets, dependency licenses, and the 0.1 migration fixture.
• All 1,384 unit tests on Node 24 and 26; all 190 Postgres integration tests on Node 26.
• All nine packed packages and eight packed examples on Node 24 and 26, including Postgres and standalone CLI checks.
• Release manifest consistency, changelog PR references, and git diff --check.
