fix(runner): Tester says a session has no runners when it holds one

Overview of Problem

As a user, I want Tester to list the runners my session holds, so that I can see and use them.

Context

• qawolf runner list --here leaves out the runner named by QAWOLF_RUNNER_ID, which is how a Tester session gets its own runner, so Tester answers that there are none.
• The CLI's help says that runner is included, so Tester reasonably reaches for --here.

Overview of Changes

• runner list --here keeps the runner QAWOLF_RUNNER_ID names, next to the runners this directory launched.
• The runner list guide describes both the team-wide list and --here.
