feat: caldav.testing.search_cache_delay - #843

A library built on caldav runs into the same search-cache lag in its own integration tests (calendaring on Bedework 3 and Purelymail). The helper that waits out what is left of the delay after a write moves from tests/ into caldav.testing, documented and annotated, so such a suite can wrap Calendar.search and its client as caldav's tests do. remaining() gives the wait for a plain listing, which lags too on Bedework 3. Also of note: the caldav milestone v3.8.0 is where this belongs; calendaring's tests use the helper when caldav provides it.
