This PR resolves several broken internal and external URLs across the documentation, tutorials, and style guide:

• Fix outdated user_guide/clearsky.html link in irradiance.ipynb to user_guide/modeling_topics/clearsky.html.
• Fix broken pydata-sphinx-theme configuration URL in conf.py.
• Replace broken Astropy virtual environment guide link in installation.rst with official Python venv tutorial.
• Replace broken DuraMAT dataset link in spectrum.rst with official OSTI DOI for report SAND2023-02045.
• Replace 404 external link in style_guide.rst example with PVPMC reference.
• Update ReadTheDocs link in README.md to HTTPS.
• Added release note to v0.16.2.rst and contributor entry.
