`PartialConfig::merge` combined the `overrides` and `plugins` maps with `IndexMap::extend`, which replaces existing keys. As a result, when several configuration files named the same dependency, the entry from the lowest-precedence file (e.g. `~/.config/bender.yml` or `/etc/bender.yml`) won over the one closest to the package. Keep the higher-precedence entry instead, and lowercase override names when reading each file rather than after merging, so that names differing only in case follow the same precedence.
