add scripts/set-pheaz-squash-commit-title-to-pr-title.sh
enumerate all repositories in pheaz and exclude forks
set squash_merge_commit_title to PR_TITLE
leave unrelated merge settings unchanged
report repositories that are already configured, updated, or failed

Validation

reviewed the generated script on the PR branch
script was not executed because it mutates organization repository settings
