Only pip/pip-tools pins (pip 26.2.2) and the refreshed common constraints. Part of openedx/public-engineering#574.

Raises pip to 26.2.2, and pip-tools to 7.6.2 where it is pinned (pip-tools older than 7.6.1 does not work with pip 26.2 and later). pip older than 26.2.2 always trusts the compromised emSign intermediate CAs through its vendored certifi, whatever the system trust store says.
