Use %{rubylibver} in rubyinstaller-head.files, so that the next ABI
bump only needs a change of rubylibver in the two Rakefiles.

The next ABI bump is then a change of the two Rakefiles only. Other.fileslists don't contain%{rubylibver}and are unaffected.Verification: I checked the substituted paths against the file list of the r20261001 package. A full build was not run locally; this PR's CI is the end-to-end check.
