Adding Measure Capacitance example in NI-DMM

What does this Pull Request accomplish?

This PR adds nidmm_measure_capacitance.py, a Python adaptation of the LabVIEW Measure Capacitance.vi

What testing has been done?

Manually tested the example only using simulated hardware.

NOTE:

• Testing was limited to simulation with a DMM (NI-DMM 4082) because the NI-DMM 4081 on the test PC is not supported by this example. The supported models are 4072 and 4082, as shown in the LabVIEW documentation.
• The LabVIEW VI does not validate the instrument model. This Python example adds that check, based on the documented supported models, so unsupported instruments are handled clearly.
