I only reviewed release mechanics: versioning, changelog structure and links, build and packaging inputs, and CI and merge state. I didn't review feature content or wording.

Mechanics look good overall: no leftover dev versions, ftkver.txt, ftktag.txt, survey IDs, and the integration test version are on 15, the v15 changelog section and release links are correct, and the branch is in sync with dev. A few notes, none of them blocking:

Both agent plugin manifests (src/templates/agent-plugin/plugin.json and src/templates/agent-plugin/.claude-plugin/plugin.json) are now "15.0", while both marketplace.json files say 15.0.0. Update-Version.ps1 still writes $ver to plugin.json and only uses $semVer for marketplace.json. Consider using $semVer for plugin.json too and setting both manifests to 15.0.0, so the plugin version stays valid semver and matches the marketplace.
The #2247 fix (PathNotFound in "Get Existing Parquet Files") ships through this PR but has no v15 changelog entry.
All deployment test jobs were skipped, even though this PR changes two hub Data Factory pipelines via #2247. Consider running the hubs deployment test before merging.
#2248 and #2249 still target flanakin/v15-prep, and both are on the v16 milestone. They'll need to be retargeted to dev (or closed) once this merges, and merging them into the prep branch before that would ship them in v15.
