Adds the 12-page AGL-SKILL: Coding Harnesses as Agentic Optimizers technical report at report/agl-skill.pdf, with Ryan Tsui, Yuge Zhang, and Yuqing Yang as authors. Links the PDF from the skill README and an October news entry in the project README.

Validation:

• Compiled successfully with latexmk -pdf -interaction=nonstopmode -halt-on-error -latexoption=-no-shell-escape main.tex.
• Visually checked the title page and verified author order, requested email addresses, PDF metadata, and both relative README links.
• Passed uv run --locked --no-sync pre-commit run --files README.md skills/README.md report/agl-skill.pdf --show-diff-on-failure and git diff --check.
• Runtime tests were not run because the changes contain only a PDF and Markdown links.
