docs: verbatim Apache License 2.0 text; agents never author commits - #57

LICENSE and editors/vscode/LICENSE were a reworded copy of the
Apache 2.0 text, so GitHub's licence detection (licensee) matched
them at only 87.65% and reported the repository as NOASSERTION
("Other"). Replace both with the text from
https://www.apache.org/licenses/LICENSE-2.0.txt, keeping the
existing copyright line in the appendix. licensee now detects
Apache-2.0 at 100% (exact match).

Summary
Two repository-hygiene changes:
NOASSERTION) instead of Apache-2.0.LICENSEandeditors/vscode/LICENSEwere a reworded copy of the Apache 2.0 text, and GitHub's detector (licensee) matched them at only 87.65%. Both files now carry the official text from https://www.apache.org/licenses/LICENSE-2.0.txt, with the existing copyright line (Copyright 2024 CodeGuard Contributors) kept in the appendix. The terms don't change;pyproject.tomland every SPDX header already said Apache-2.0.AGENTS.md(read by Codex and other agents), imported byCLAUDE.md(read by Claude Code). Commits are authored, committed and signed off by the maintainer only, never under an agent's or bot's name, and never with agentCo-authored-by:trailers.Type of change

Notes for reviewer
After merging, GitHub's sidebar should show "Apache-2.0 license". That matters for directories and programs that check for an OSI licence.
