rest post 명령이 req.Post 대신 req.Get을 호출해 POST 요청이 GET으로 전송되고 -d 본문도 빠지던 문제를 수정한다. (TC-ADMIN-014 / IV0_S14)

- docker-compose.yaml / docker-compose.mini.yaml: mc-iam-manager 0.6.4 → 0.7.0, mc-web-console-api·front 0.6.6 → 0.7.0 - web 컨테이너에 마운트되는 conf/mc-web-console/api/conf/api.yaml과 conf/api.yaml, conf/docker/api.yaml의 mc-iam-manager·mc-web-console version을 0.7.0으로 갱신
