chore: bump mc-observability to v0.7.0 - #219

The init container chowned /var/lib/rabbitmq to 132:141, but rabbitmq:4.1.4-management-alpine runs the broker as 100:101. The image entrypoint fixes ownership when the broker starts, so this only broke when compose up ran again while the broker was up: the broker lost write access, Mnesia died on eacces and every AMQP connection was then reset.
