ci: publish to crates.io through Trusted Publishing - #20

Conversation
The publish job trades its OIDC identity for a registry token that lasts 30 minutes, so the CARGO_REGISTRY_TOKEN secret is no longer read and can be deleted. The job declares no environment: one without protection rules would only be a second name to keep in step, and configuring those needs repository admin.

The publish job asks GitHub for an OIDC token and trades it with crates.io for a registry token that lasts 30 minutes, so
CARGO_REGISTRY_TOKENis no longer read and the secret can be deleted.Needs the trusted publisher configured on the crate first: owner
librespeed, repositoryspeedtest-cli-rust, workflowrelease.yml, environment left empty. The job declares no environment, because one without protection rules would only be a second name to keep in step.
