The release workflow can now prepare and validate all 12 platform targets and the Apple XCFramework without publication by setting publish=false. Build/package jobs are read-only; the separate publication job holds contents-write permission and is skipped in preparation mode. Existing release runs retain publish=true by default. Runtime and upstream source inputs are unchanged by this workflow PR.

Validation: actionlint, 2 publication-boundary tests and 14 existing Apple privacy/packaging tests pass. Independent exact-head/current-base blocking QA found zero P1/P2 findings; final review audit found zero comments or unresolved threads.

Merged as c9922d960c79f7ba7381161ca6784f3b7c1e2fce. Post-merge CI passed all 17 checks. The merged production tree equals the reviewed/tested head.

SD v0.2.0-4 prerelease published through the release workflow: all 12 builds, packaging and publication passed. All 27 public-file sizes/GitHub digests and 25 payload hashes verify against the manifest and SHA256SUMS. Published tag resolves to the merge commit, with upstream unchanged at 3f8527a46c54ecf4cb4ed6003da8e8982283c73c. The public macOS library and XCFramework are byte-identical to the model/consumer-tested preparation artifacts; exports, dependencies, XCFramework structure/minimum OS/privacy and SwiftPM checksum verify.

Physical iPhone16Pro/A18Pro command-buffer-fault reproduction and watchdog prevention remain unqualified. No downstream runtime/checksum/SwiftPM pins or bindings were updated by this task.
