Why

Rust CI's Cargo test job runs the lib tests in parallel. On main at c0dc793 it failed:

boj_live read the custom BOJ_URL that boj/commands.rs's test had just set. Eight lib tests in six modules set or remove a process-wide variable:

What

• lib.rs: adds a test-only crate::test_env::lock(), a static Mutex<()>. If a test panics while holding it, the next test takes the poisoned lock anyway.
• Each of the eight tests takes the lock for its whole body (let _env = crate::test_env::lock();).

No non-test code changes.

• The docs' "285 Rust tests" became 293 when feat(ipc): register the panel-backend IPC commands (pilot: coprocessor) #157 added the IPC tests. The IPC follow-up's docs step will correct the count along with the command count.
