Updates the supported Python window from 3.10–3.14 to 3.11–3.15 in packaging metadata, Ruff configuration, CI matrices, user documentation, and the regenerated uv lockfile.

uv lock --check, Ruff check/format, mypy,uv build, documentation build, and the unit suite on Python 3.11, 3.13, and 3.15. Python 3.12 and 3.14 provisioning was also confirmed.Why
