Require the fixed toolchain for local builds and pin CI and container builds to the same version.

Any reasons why not switch to 1.27? I have 1.27 locally installed and for the use I've had there have been no issues.

One of the libraries I've been looking for internationalization support requires Go 1.27 to use the latest library version (or we would have to stick to an older one).

I am running 1.27.2 and I have not run into any problems yet. 👍
