Description

Security fix for the eMudhra / emSign CA incident (GHSA-6q48-6c7w-9gw2). certifi 2026.10.19 removes the compromised emSign root; pip ships its own certifi, so it needs 26.2.2 too.

  • certifi → 2026.10.19
  • pip → 26.2.2 (pip cap, where present locally, → pip<=26.2.2, matching openedx/edx-lint#578)
  • pip-tools → 7.6.2 (older versions crash with pip 26.2.x)

Supporting information

Testing

  • Fresh venv: pip.txt → pip-tools → pip-sync dev.txt installs cleanly, pip check clean (pip 26.2.2, pip-tools 7.6.2, certifi 2026.10.19)
  • tox -e py312-django42: 348 passed

…val)

The emSign root CA is removed from certifi 2026.10.19 after the eMudhra
security incident (GHSA-6q48-6c7w-9gw2). pip vendors its own certifi, so
pip must be upgraded to 26.2.2 as well. pip-tools is bumped to 7.6.2,
the first release that works with pip 26.2.x.
