fix: stop users in timeout from starting orgs through the api - #975
A user in timeout could still create orgs through POST /api/v1/remotes/orgs, while the web org.store refuses them. The org name reaches each added member's inbox as the "created" event, so this was a way around the timeout.
api-org.store now has PreventPostingInTimeout, matching org.store and the other API posting routes.
A test in Api/OrgControllerTest checks that a timed-out user gets timed_out (403) and that no org or message is created.
Validation
Local, PHP 8.5.12, Postgres 18 with pgvector (pgvector/pgvector:pg18):
pest tests/Feature/Controllers/Api/OrgControllerTest.php: 21/21 pass. The new test fails without the route change.
pint --test and phpstan on the changed files: pass.
pest tests/Feature/Controllers/OrgControllerTest.php: 10/12. The 2 failures are "Vite manifest not found" (no frontend build locally) and fail the same way on production.
Hosted CI not yet run.
Independent review
An independent agent reviewer (Claude), separate from the author, reviewed base 562a430 and head d1a6506. Verdict: CODE: PASS. It checked for sibling gaps: the API has no org update or member-add routes, and the other API posting routes already carry the middleware. No UI change, so visual review does not apply. The reviewer did not run the test suite.
Organization creation through the API is blocked when the maintainer is timed out. The request returns a 403 response with a timed_out code, and no conversation or message is created. Requests that are not affected by a timeout continue to use the existing message rate limit. This makes the timeout restriction consistent for organization creation through the API.
The web org.store route refuses users in timeout, but its api-org.store twin did not, so a timed-out user with an approved device could still create orgs and put the org name in members' inboxes.

Walkthrough
The API organization-creation route now applies PreventPostingInTimeout alongside throttle:messages. A feature test checks that the request returns a forbidden timed_out response and creates no conversation or message.
Changes: API org timeout protection
Layer / File(s)
Summary
Protect API org creation from timed-out users routes/api.php, tests/Feature/Controllers/Api/OrgControllerTest.php
The route adds PreventPostingInTimeout. The test checks the forbidden response and confirms that no conversation or message is created.
Timed-out users are blocked from creating organizations through the signed API route. No actionable merge-blocking risk remains after normal checks.
Security architecture risk: Minimal · up to f12f9
The change strengthens an existing posting restriction without expanding privileges or changing organization ownership. Requests from timed-out users stop before organization creation begins.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The affected abuse path requires a signed request associated with a user account: an organization name becomes part of organization state and its Created event for selected eligible members. The new gate reduces that account's ability to generate these effects while timed out; it grants no additional creator or service authority.
Trust Boundaries and Controls
observed — The route belongs to the required signed-authentication group. Authentication establishes the user from the verified device; the timeout middleware checks that request user, and the controller passes the current authenticated user to CreateOrg as maintainer and event actor. Submitted member handles do not select a different creator identity.
Resilience and Maintainability Implications
inferred — Timeout eligibility remains a point-in-time check rather than a lock shared with creation. A timeout imposed after the check cannot stop an already admitted request. Successful creation also remains non-idempotent, including retries after an interrupted response. These limitations predate this PR; the added gate does not enlarge their exposure.

Full details: Title check
Explanation
The title states the main change: the API org-creation route now blocks users who are in timeout, which matches the routes/api.php change (PreventPostingInTimeout on api-org.store) and the new test for the timed_out 403 response. The 'fix:' prefix is a conventional commit type and does not affect relevance. The title is specific and does not use vague terms, and it matches the objectives of PR #975 and issue #972.
Full details: Linked Issues check
Explanation
Issue #972 requires the API org-creation route POST remotes/orgs (api-org.store) to refuse timed-out users with timed_out (403). The whole-PR diff from base to head changes routes/api.php line 387. The route now uses ->middleware([PreventPostingInTimeout::class, 'throttle:messages']), so the timeout check runs before OrgController::store. The existing throttle:messages middleware is kept. The diff adds a test, 'refuses to start an org for a user in timeout, as the web does' in tests/Feature/Controllers/Api/OrgControllerTest.php. It creates a UserTimeout for the signed user, posts a signed request, and asserts assertForbidden() and assertJsonPath('code', 'timed_out'). It also asserts that no Conversation and no Message exists. This covers the issue's expected behavior. The diff does not show the use import for PreventPostingInTimeout in routes/api.php. The import is inferred from the author's report that the test fails without the route change and passes with it. Test results are reported by the author; the test suite was not run in this review.
Full details: Out of Scope Changes check
Explanation
The whole-PR diff against base contains two changed files. routes/api.php changes one route declaration to add the timeout middleware. tests/Feature/Controllers/Api/OrgControllerTest.php adds one focused feature test for that route. Both changes directly implement issue #972. No unrelated implementation, refactoring, or documentation changes appear in the diff. The PR description mentions an older head (d1a6506) and a different base (562a430). The current review uses the supplied base and head revisions, and the diff content matches the described change.

Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 2 files.
