Web quote submissions could create a new poll even though the quote composer only offers text and images. Reject polls on web quotes while preserving ordinary polls and quoting an existing poll.
Adds an HTTP regression that verifies rejection creates neither a quote nor a poll, preserves link-card, approval, and quoted-vote privacy coverage, and clarifies the knowledge base. API enforcement is handled separately in #662.
Validation: 167 targeted tests passed; full PHP suite passed (3,904 tests, 100% coverage); composer test:lint, composer test:type-coverage, composer test:types, and bun run test:unit passed.
