feat: let organization members claim their page - #1273
GitHub organizations have pages on dev/null (#1262), but nobody on dev/null speaks for them yet. With this change, a member of an organization on GitHub can Claim its page, and the page lists them as its admins. Admins can't do anything more yet: this PR only establishes who they are.
The check: claiming asks GitHub once for the read:org scope, which sign-in doesn't ask for. Then it reads the user's own membership: GET /user/memberships/orgs/{org} must be active, with role admin or member. A plain member is enough. Invitations and billing managers don't count.
Restricted organizations: most organizations restrict OAuth apps (it's the default for new ones), and GitHub hides their memberships from apps their owners haven't approved. The page then explains this and links to GitHub, where an owner clicks Grant, or a member clicks Request to notify the owners. Once an owner approves, every member can claim. Organizations that use SAML single sign-on get a link to their sign-on page instead.
Data
A new table, organization_admins (organization, user, created_at):
Why: to record who claimed which organization's page.
Who sees it: everyone, on the organization's page. Each claim is also in the user's data export.
When it's deleted: a user's rows go when they erase their account (DeleteUser), and an organization's rows go when GitHub no longer has the org (DeleteOrganization). Both actions delete the rows themselves; there's no cascade.

Limitations
No sync with GitHub, by design: GitHub is only the way in. Leaving the organization on GitHub doesn't remove an admin; managing admins on /dev/null comes later.
Restricted orgs: in an organization that restricts OAuth apps, a member can't claim until an owner approves /dev/null on GitHub. The alert sends them there.
GitHub's wording: a restricted org is recognized from GitHub's error message. If GitHub rewords it, the claim fails with an error instead of the approval link.
Stale handles: an org renamed on GitHub but not yet resynced here gets "not a member" until its page refreshes.
Long admin lists: the Admins row isn't capped. A large organization with many claims would make it long.
Emulation only: mobile was checked in emulation, not on a device.
Summary by CodeRabbit
New Features
Organization pages now let signed-in users claim their organization, subject to GitHub membership checks. Restricted access and single sign-on requirements display relevant guidance.
Claimed organization admins appear on the organization page in claim order.
Data exports now include claimed organizations and claim dates.
Documentation
Updated organization-claim and privacy information to explain membership checks, approval requirements, and how claims are handled.
Claiming asks GitHub for the read:org scope, once, and checks the user's own
membership. Organizations restricting OAuth apps hide it until an owner
approves /dev/null, so the page then says where to approve it.

Walkthrough
The change adds a GitHub OAuth flow for claiming organization pages, stores organization-admin associations, and displays admins and claim controls on organization pages. It also adds claimed organizations to account exports and detaches claim associations when an organization or user is deleted.

Summary
Claim storage and relationships database/migrations/*, app/Models/Profile.php, app/Models/User.php, app/Actions/CreateOrganizationAdmin.php
The migration and model relationships define organization-admin associations. The creation action adds an admin without detaching existing admins.
Authenticated routes start GitHub OAuth and process its callback. The controller checks the GitHub account and membership before storing a claim. Failure handling includes guidance for restricted access and SSO.
Exports include claimed organization handles and timestamps. Organization and user deletion detach claim associations. The privacy policy and knowledge base describe claim data handling.

Merge Risk: Low · up to b32ca
Simultaneous claims by the same user can produce an error, although one claim succeeds. This is a bounded risk for merge.
Security architecture risk: Low · up to b32ca
Claims create a new public affiliation record, but identity and membership checks constrain who can create one. Claims currently grant no additional operational privileges, and both account and organization deletion remove them. Concurrent callback behavior and production rollout remain less certain.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — An authenticated active member, not only a GitHub owner, can create their own public claim for an eligible organization. Current claim consumers are listing, export, and cleanup; the separate application-wide isAdmin check does not use this association. The immediate exposure is public affiliation integrity rather than organization-management authority.
Security Findings and Attack Paths
observed — The inspected write path rejects a different GitHub user, a reused organization handle with a different immutable ID, pending invitations, and billing-manager roles. Restricted-app and SSO outcomes return without insertion, while unexpected API failures throw before insertion.
Trust Boundaries and Controls
observed — Claim initiation is a UUID-constrained POST under authentication and normal web middleware, with throttling on initiation and callback. The callback delegates OAuth-state verification to Socialite, handles invalid state, and binds the returned GitHub account to the already authenticated local user.
Resilience and Maintainability Implications
inferred — Overlapping attempts can interfere with the single session target, and exact concurrent insert recovery is not established. The checked identity and membership gates still precede every inspected write, while database uniqueness limits the final state to one association per user and organization. These uncertainties do not establish an authorization bypass.
Hardening Proposals
proposed — Before future features grant permissions through organization-admin claims, define revocation and membership revalidation explicitly. The current historical association should not silently become proof of current GitHub authority.

Fix the approval sentence.
Replace once an owner approved /dev/null with once an owner has approved /dev/null. The current wording is grammatically incomplete and can obscure the approval condition. The controller distinguishes owner approval from a member request. (raw.githubusercontent.com)
