feat: record terms acceptance from the app, and meet Apple's rules for user-generated content - #1042
The iOS app is going to App Store review. Guideline 1.2 (user-generated content) wants users to agree to terms against objectionable content before they post, a way to report and block, a commitment to act on reports, and published contact details. Apple also wants the privacy policy to cover Sign in with Apple and what the app collects.
Endpoints
PUT /api/v1/me/terms with version: records terms_accepted_at and terms_version for the signed-in user. A version other than the one in force (config('legal.terms_version')) is a 422, so an old build can't accept terms it never showed.
POST /api/v1/devices takes the same optional terms_version, so the app records acceptance in the sign-in call itself.
GET /api/v1/me (and every response that answers like it) gains terms_version, terms_accepted_at and terms_accepted. Raising the config version asks everyone to accept again in the app.
Existing users have no acceptance recorded, so the app asks them the first time they open it. Nothing on the web or in the API is gated on it.
Wording
Terms: zero tolerance for objectionable content and abusive users, in-app Report, Mute and Block, action on reports within 24 hours, bans that cover Apple sign-ins, and an Apple section with the standard clauses for apps that use their own terms.
Privacy: what Sign in with Apple and the iOS app collect, and where to delete the account in the app.
Both effective dates are now 23 October 2026, and config/legal.php carries the same date as the version.
Not in this PR
The web login page has no checkbox yet. Web sign-in keeps working as it does today.
Tests
New UserTermsControllerTest, two device tests and the current-user JSON expectation. The API test folder passes (581). The page tests for terms and privacy need a Vite build and already fail without one on this branch's base, so I couldn't run them locally.
Users can accept the current terms and privacy policy, with their acceptance status and timestamp reflected in their account details. A valid terms version can also be submitted during device setup.
Documentation
Updated the terms and privacy policy effective dates and added information about Apple sign-in, iOS app features, reporting, and Apple-specific terms.
…r user-generated content
The app asks people to accept the terms and privacy policy before it sends them to sign in. PUT /api/v1/me/terms records the version it showed, POST /api/v1/devices takes the same version so sign-in records it in one step, and GET /api/v1/me says which version is in force, when they accepted and whether it was that one, so a new version asks again.
The terms and privacy policy now say what App Review looks for: zero tolerance for objectionable content, in-app reporting, muting and blocking, action on reports within 24 hours, bans that cover accounts signed in with Apple, Apple's standard clauses for apps with their own terms, and what Sign in with Apple and the iOS app collect.

The version in force is a timestamp, and an acceptance at or after it is an acceptance of that version, so terms_accepted_at is the only column needed.
We couldn't safely recover the incremental review. No full review was started, and the last reviewed checkpoint was preserved. Retry later, or explicitly request a full review by commenting @coderabbitai full review.

Walkthrough
The change adds timestamp-based terms acceptance to the user model and API, returns the configured terms version and acceptance status, and updates the terms and privacy pages with Apple sign-in and iOS app details.
Changes: Terms acceptance and legal content

Summary
Acceptance state and status config/legal.php, database/migrations/*, app/Models/User.php, app/Actions/UpdateUserTermsAcceptance.php, app/Http/Resources/CurrentUserResource.php, tests/Feature/Controllers/Api/CurrentUserControllerTest.php, tests/Feature/Controllers/Api/UserTermsControllerTest.php
The migration and user model add a nullable acceptance timestamp. The configured terms version determines whether acceptance is current. The action records acceptance, and the current-user resource returns the version, timestamp, and status.
Terms acceptance API app/Http/Requests/*, routes/api.php, app/Http/Controllers/Api/*, tests/Feature/Controllers/Api/DeviceControllerTest.php, tests/Feature/Controllers/Api/UserTermsControllerTest.php
Device creation accepts an optional current terms_version. The authenticated PUT /v1/me/terms endpoint requires the configured version and records acceptance. Tests cover accepted, missing, outdated, and unsigned requests.
The privacy page adds disclosures about Apple sign-in and iOS app data and permissions. The terms page adds Apple account eligibility, reporting and enforcement details, and terms for iOS app use.

Reject pre-effective terms acceptance.
Before 2026-10-23T00:00:00Z, both API requests accept the configured version and write now() as terms_accepted_at. The response then reports terms_accepted: false, and it remains false after the effective date because the stored timestamp is earlier than legal.terms_version.
Add an effective-date validation to both request paths and return 422 before recording acceptance or creating the device.

Add a reverse migration for terms_accepted_at.
If an operator runs migrate:rollback, Laravel skips the absent down() method but removes this migration’s record. The column remains, so the next migrate attempts to add it again and fails. Add a down() method that drops the column. (github.com)

Align the Apple ban record with the privacy policy.
These terms say you keep the account associated with an Apple ban after account deletion. The privacy policy at resources/js/pages/privacy/show.tsx:220-224 says the retained identifier is a GitHub account ID. For an Apple user, the two disclosures conflict. Check the actual retention behavior, then correct the inaccurate statement.

Preserve Apple’s third-party beneficiary rights in the general clause.
This section gives Apple and its subsidiaries the right to enforce these terms. The general clause at lines 287-288 says the terms give rights to nobody other than the user and the service. Add an explicit Apple exception to that clause so the agreement does not contradict the new beneficiary provision. Apple’s minimum terms require the beneficiary provision when these terms serve as a custom app EULA. (developer.apple.com)
