补齐 AgentFS 长期指令的公开指南，覆盖创建、文件管理、提示词中心、内容归属、克隆与自我演进。10 个主题共 20 页中英文成对更新，明确普通
instructions.md全文加载、更新快照、预算失败和权限边界，并区分 dev 10.0.179 与公开发行版 v10.0.177。独立文档审阅、Markdown 链接/结构预检通过；
pnpm build的中文和英文生产构建通过（含内部断链门禁）。本次只提交文档，不发布网站。Update the public AgentFS guidance across ten topics and their English mirrors. Describe optional full-Markdown standing instructions, ownership, snapshot refresh, budget failures and permission boundaries, with an explicit development/release availability note. Independent documentation review and Markdown link/structure checks passed; the complete Chinese and English production build passed, including internal broken-link validation.
