Precommit: Prettify module_vdw

This is a simple example to show how a precommit hook works; it's intended as a draft. Unfortunately, since precommit hooks are left deactivated for a long while, un-retiring the hook would require a lot of steps (in order to prevent the change in each commit to be too large)...

I dropped clang-tidy as it tends to bring real changes that might even make a compilation fail (while clang-format cannot). Also dropped some other obsolete or unnecessary hooks.

Here's the command I used for the prettify here:

pre-commit run --files source/source_hamilt/module_vdw/*
pre-commit run --files source/source_hamilt/module_vdw/test/*

once every source file is properly format, the command should turn to pre-commit run -a for PR authors.
