Final validation — Phase 2 only (queue backlog)
Verified the supplied Phase-2 claims against head 4f692ad; no correctness defects were identified, and the formatting-only commit warrants one history-cleanup suggestion. The startup change preserves the operator-key fallback and existing validity, primary-address, and connectivity checks; the added cross-scheme scenario checks READY and the selected registration's identity. This was a static review: the supplied CI snapshot shows successful container builds and formatting checks, two queued manifest jobs, and no completed unit-test results.

🟡 Suggestion: Fold the formatting-only follow-up into the startup fix
<commit:527379c13b>:1
Commit 527379c only reorders an include and adjusts line wrapping in the startup controls introduced by cc2f5ed. It has no independent logical change, so retaining it separately adds avoidable history and blame noise. Fold it into cc2f5ed before merge, keeping 4f692ad separate as the substantive cross-scheme coverage addition.

When multiple registrations decode to the same operator key
isn't it impossible situation?
There could be only one masternode with the operator key, all others are refused.
doing lookup by m_service is so workaround. I can't justify this changes, why exactly is it needed?

NACK
Real scenario that justifies the PR
- Attacker reads any legacy masternode's operator key from protx list (all public).
- Attacker registers a ProRegTx with their own IP, the same key basic-encoded, and 1000 DASH collateral. It is accepted pre-v24. No operator signature is needed. The collateral is recoverable by spending it later, so the cost is only lock-up time.
- The victim restarts, or any non-READY state calls Init on every block. GetMNByOperatorKey is a linear scan over mnMap comparing decoded keys, so it is scheme-agnostic and returns whichever of A or B comes first in iteration order. If it returns B, the victim hits "Local address does not match the address from ProTx", never reaches READY, stops DKG and signing, and eventually gets PoSe-banned. Iteration order is deterministic, so the victim is stuck, not flaky.
is already fixed by v24 fork:
// CheckProRegTx ran against pindexPrev, so transactions in this same block are invisible
// to each other and two of them could claim one operator key under different encodings.
// Re-probe the list as rebuilt so far. AddMN() reports a duplicate by throwing, which
// would escape block assembly, so reject cleanly here instead.
if (is_v24_active &&
newList.HasOperatorKeyUnderAnyScheme(dmn->pdmnState->pubKeyOperator.Get(), /*self=*/uint256())) {
return state.Invalid(BlockValidationResult::BLOCK_CONSENSUS, "bad-protx-dup-key");
}
Before v24 a second registration can carry the same BLS operator key encoded under the other scheme. The operator-only lookup at startup could then select that registration instead of the local one and stop at "Local address does not match". Prefer the registration that owns the local service when its operator key matches, and fall back to the operator-key lookup otherwise so the existing diagnostics are unchanged. Extend migration_rejected_when_key_squatted to put the local service on the cross-scheme registration that the operator-only lookup does not select and check that startup reaches READY with it. Re-review — Final validation — Phase 2 only (queue backlog)
Independently reviewed the complete diff at 9bab875 and confirmed no actionable in-scope defects: service-first selection verifies the decoded operator key, retains the existing fallback and readiness checks, and the regression test checks READY and the selected registration’s identity independently of lookup order. The prior formatting-only follow-up is consolidated into the single startup-fix commit. Validation was static only; current CI shows ClangFormat and infrastructure checks passing, two container-manifest jobs pending, and PR-title validation failing with its failure log unavailable; the author’s reported build and test results were not independently reproduced.

Issue being fixed or feature implemented
When multiple registrations decode to the same operator key, the global decoded-operator lookup may select a registration for another service. The later address check then prevents a valid local registration from reaching READY. Bind initial identity selection to the unique local service and the configured operator key.
What was done?
Prefer the registration indexed by the unique resolved local service only when its decoded operator public key matches the configured key. This selects the matching local registration without changing operator-key uniqueness or block acceptance rules. Otherwise retain the existing operator-key lookup and its mismatch diagnostics. The existing validity, primary-address and connectivity checks remain in place.
How Has This Been Tested?
make -j2using prebuilt aarch64 Apple dependencies, with wallet and unit/fuzz binaries built.evo_dip3_activation_tests/migration_rejected_when_key_squatted. Before v24, registration A uses a legacy-scheme operator key and registration B carries the same key in the basic scheme, so both decode to one operator key. The test moves the local service (via ProUpServTx) to whichever registrationGetMNByOperatorKeydoes not return, then checks thatCActiveMasternodeManagerstartup reaches READY with that registration's proTxHash, collateral outpoint and service.src/active/masternode.cppreverted todevelop, that test fails: the state is ERROR instead of READY, and the proTxHash and outpoint checks fail. With the change it passes.evo_dip3_activation_testssuite (42 cases, includingdip3_activation_legacyandv19_activation_legacy) passes.feature_dip3_deterministicmns.pypasses.No mainnet routable-address test was run.
