Final validation — Phase 1 + Phase 2
Static verification at f298660 confirms a native-Windows launch defect in the newly introduced Bazelisk wrapper and a CI coverage gap for the Bazel bootstrap. All executed checks in the supplied snapshot and current GitHub check results pass, but none exercises Bazel itself. No local builds or tests were run, as required for this static review.

In `.bazeliskrc`:
- [BLOCKING] .bazeliskrc:1-2: Provide a Windows-compatible entry point for the Bazelisk wrapper
This configuration activates the wrapper on every host, but the only entry point is the extensionless `bazel/bazel` symlink to `shim.py`. Bazelisk v1.30.0 selects that file on Windows, then `makeBazelCmd` rejects it with `unexpected wrapper type` because Windows script wrappers must end in `.ps1` or `.bat`. This fails before Bazel executes—even for a version query—and setting `BAZELISK_HOME` through Just does not change wrapper selection. The failure also occurs when Git materializes the symlink as a regular file. Add a Windows entry point that invokes the shared Python shim while preserving arguments and exit status. The relevant dependency code is https://github.com/bazelbuild/bazelisk/blob/v1.30.0/core/core.go#L725-L747 and https://github.com/bazelbuild/bazelisk/blob/v1.30.0/core/core.go#L782-L795; the green Windows CI job only exercises Cargo.
In `bazel/mod.just`:
- [SUGGESTION] bazel/mod.just:3-4: Exercise the Bazel bootstrap through a Just recipe in CI
The imported Justfile only exports `BAZELISK_HOME`; neither it nor the root Justfile invokes Bazel. The workflows exercise Cargo, the compiler probes, and linters, so their successful checks do not validate Bazelisk delegation, `.bazelrc` acceptance, or the new output-root containment. Add a small bootstrap-check recipe and invoke it in CI—for example, run `bazel info output_user_root` through Bazelisk and verify that the result resolves beneath the repository's `.cache/bazel`. This requires no Rust Bazel targets and follows the PR's requirement that supported Bazel invocations go through Just.

Motivation
Currently across the organization we've had to wrap primitives for the various codebases we have. Part of
base-sdk's mandate is consolidating those bare primitives, this has been achieved throughdash-{pkc,pow}but currently, those crates are only consumable by Rust codebases.Dash Core is written in C++, the functional test suite for Dash Core is written in Python, Tenderdash (the BFT layer for Dash Platform) is written in Go, the Android client is written in Java, the iOS client is written in Swift/ObjC, right now each codebase is expected to maintain ownership of their own wrapper, which makes coordinating among them painful.
We intend to start moving FFIs to
base-sdkand Bazel is the most mature build system flexible enough to support all the languages our codebases are written in (source) and supports hermetic builds (source), important for deterministic builds. This pull request only sets up the minimum framework required to start using Bazel at all. Later pull requests will start working in the direction needed to integrate our
cargo-based build system and FFIs.Additional Information
For the sake of determinism, we prefer the macOS SDK in the Nix environment over the SDK available in Xcode. This applies even for native macOS builds.
The current LLVM distribution from
nixpkgsdoes not includecompiler-rtcomponents for macOS on non-host platforms, they've been fetched from Conda instead. Care must be taken to ensure the LLVM versions match. For more information, seecompiler_rt.nix.We have decided against using MSVC over MinGW despite the former providing Arm64 support for Windows due to licensing obligations imposed by Microsoft surrounding the runtime (source) and Windows SDK (source). Windows on ARM support is therefore contingent on MinGW's development track and is deemed unsupported as of this writing.
Bazel by default stores its caches and stores in user-global locations (source) which makes it difficult to assess how much of total resources are consumed by
base-sdk. A shim script has been introduced to use.cachein the repository root. Bazel invocations outside of the providedJustfilesare unsupported.Bazel-generated lockfiles are dependent on the version used to generate it.
nixpkgs-packaged Bazel mutates version information that causes lockfile divergence against the same exact version sources through Bazelisk. We therefore do not support versions of Bazel not sourced through Bazelisk.NixOS does not use an LSB layout (source), which can break assumptions. As we do not target NixOS nor do we package for NixOS, we wrap the shells in a FHS environment. Scripts should not be NixOS aware and must assume a standard Linux environment like Debian or Fedora.
How Has This Been Tested?
