Add a Default Language setting for new documents - #1175

Conversation
New documents always used the "Text" language. Add a "Default Language" option to the preferences, next to "Default Line Endings", that is applied to new tabs, like the Notepad++ New Document setting. Files opened from disk are not affected and still use the language detected from their extension or contents. Unsaved tabs restored from a session keep their saved language. An unknown value falls back to "Text". The default encoding part of the request is not covered here. Related to dail8859#1057
