Support ML-DSA-44/65/87 and ML-DSA-44/Ed25519 for host verification, public-key authentication, and agent session binding. Enable the composite host algorithm by default only when an installed provider supports it; keep pure ML-DSA host algorithms opt-in.

Add OpenSSH composite and PKCS#8 PEM private-key import/export, including encrypted keys and key-pair consistency checks. Keep Conscrypt and Bouncy Castle as JVM test-only dependencies. Upgrade the existing OpenSSH fixture to 10.6p1 and test key-file interoperability, host-bound authentication, and rekeying.
