TagsResource.setWorkflowTagssent a GET, so it returned the current tags and changed nothing. The server's endpoint isPUT /metadata/workflow/{name}/tags, whichsetTaskTagsalready uses.MetadataClientTests.tagWorkflowset the tag the workflow already had, so it passed either way. It now replaces the tag with a different one; it fails with GET and passes with PUT against a local Orkes server.
